Probably because it is under Homeseer 4 specific -web server related.

Silly me. I was looking at the download dropdown - both at "web server related" and "all downloads". It's not there. All you have to do is scroll down to find it...

That's because HST do not provide details for HS3 plugins. It's a new feature of the HS4 plugin manager.

jon00 HS4 plugin list seems to be having an issue. Used to work just fine but now I am getting an error in the log and no list.

This is on Win10 and HS4 V4.1.18.0

Not sure. I'm in 4.1.100 and its working fine here.

UPDATE: This has now broken with HS V4.2.0.5 and has been withdrawn.

As this utility still shows up in my HS4 menu bar, how would I uninstall it?

You must have HS4 Links installed, so you would remove it via it's setup.
