I have a relay board wired up to my arduino and the outputs are "on" when homeseer shows them "off" and vise versa. any ideas why the states are reversed?

This will depend on the relay board you purchased. If you want you can change the device values and this will invert the board.

Just change the output device graphics status from
1 as ON and 0 as Off
To
0 as ON and 1 as off
The plug in should then change what is sent to the board.
