It is likely a comm issue. The plugin installs the .reg file needed when it starts. Make sure you are an admin user when starting HS3
If still an issue then attach a BLRussound debug log zipped of the startup of the plugin

Debug of adding a controller and viewing the status.

Using this serial device which shows up as Com3 in Windows Device Manager:

      Using these options:

Status in plugin config show all off (when half are on):

      Name Zone 1 Zone 2 Zone 3 Zone 4 Zone 5 Zone 6

This is one of two issues delaying my conversion from Vera to HomeSeer (the other is Leviton Scene controller support).

Can you change the com port to just 1 instead of Com1
If still an issue then attach a new debug log
Make sure to delete the old debug log first
        Cheers,
        Bob

Change the com port type to MSCommLib and save.
            Then restart HS3
            Let me know

Awesome! I'm now able to control it with MSLib

The bad news is still can't get the status. Unless control is changed from HS, it seems it doesn't know the status of the current zones.

Is this normal? On the Vera, I was able to detect this on Vera (and make events fire if sound turned on/off via the wall panel Russound remotes in each room).
