ir emitter just blinks constantly

I have finally figured out how to send the commands, but they don't trigger anything and the ir emitter blinks continuously after a command is sent. Here is the code for mute on onkyo receiver. Got the hex command (from remote central, used the iconvert to change hex to gc command. put the code in the learner in hs. Is there something wrong with the code?! This is causing me to pull my hair out.

I noticed there were 2 ,, in the actual code it says <repeat count> there
