Signals not being executed

I noticed that some signals just don't get executed, even though in the log it says they are.

Today:

Jan-08 17:01:24 Global Cache IR sent for TV: INPUT HDMI 1
Jan-08 17:01:20 Global Cache IR sent for TV: POWER ON

But when keeping an eye on the IR blaster, it only received one signal. The power ON signal was not sent.

Any idea what could be the issue here?
