Counter CRUD for Plugins

Q: How does a Plugin access (Create, Read, Update, Delete) HomeSeer Counters?
Q: Are Counters persistent? Their values maintained across system restarts?

I have some management counters in my plugin and was thinking of exposing them through HomeSeer Counters, rather than create additional Devices/Features.
