Migrating a HS3 plugin PED data to an HS4 device

HS4 can read the PED data in an HS3 device, and if the data is not going to change, it can be left alone. If the data will be changing, the HS4 plugin needs to re-save the data as a string. Here are some docs on how to handle this:
