JSON Device control value error

Hi, trying out JSON commands and this seems to be pretty basic but it's throwing me and error. This is what I'm doing on a light switch:
/JSON?request=controldevicebyvalue&ref=5&value=0
Here's what I get
Response: "Error, controlling device, value not found"

Check the device Status Graphics tab and make sure 0 is a valid value listed. From the error posted it appears that 0 is not a valid value.

Under the switch section, says 0 and 255 are controls
