CarWash check script

This scripts checks to see the optimal time to wash your car depending on the forecasts for the next week.

This script uses WeatherXML and looks to see if atleast DaysNotToRain (Less than 7) weather will have a precipitation chance less than PerciptanceValueToBeLower and will speak if it safe to wash your car.

Arguments: PerciptanceValueToBeLower,daysNotToRain,F0,F1,F2,F3,F4,F5,F6 ,F7
