File date changes = trigger for X-10 ?

I'm really new@this. So please be patient with me. I would like to have a file and when that files triggers (File/date) changes i would like to set a X-10 variable to ON etc.

Exampel:
File C:\ABC.TXT changes and then i would like A1=ON Any suggestions ???
