Updated Monitor Control VB.exe with command line parameters

Here is an updated MonitorControl.exe. I added a new option that moves the mouse to wake up the monitor for a few users that have experienced the monitor coming on and then immediately going off problem when using the mOn command. To get a list of commands just run the executable with no command line arguments. The list of commands are listed on the attached image.
