[VB.Net Script] Security Lights

This is an update to a script that I originally got from the library. I found it very useful.

It randomly switches on/off a set of user defined lights. More documentation in the script itself.

I mode some improvements to the randomization routines, moved user input to an ini file and converted it to .Net.
