UPS Monitor Plugin tenHsPower

I'm building a plugin to monitor the power state of a UPS unit, creating HS devices that indicate the status (online/offline, % battery charge, etc).

This should allow you to shut down Homeseer when the UPS goes to battery, and the remaining battery charge is < xx%


I could use some help with design decisions, and testing.
