I have a remotely hosted domain with CGI(if needed) and have HS on my local system with cable modem. Is there any ideas on how to have my ip address(dynamic) on my web so i and others can see it if it changes?

The easiest thing to do is to use a dynamic IP service, such as www.dns2go.com (free) on your server (there are a number of these services, some of which are free). Then you can just put the dns2go name on your remote web page. -
