How to make a pop-up text when hover to URL link?

I have a few icons on my main web site, however, I'd like to make it so that if the mouse is hovering over the icon, a text will pop-up like in the picture like below.

I'm using FrontPage 2000 to create the HTML page. Your help is much appreciated.
