I think the Delta should be enough for a standalone HS3 install.
HomeSeer's HomeTroller S6 PRO has a Celeron 3205U processor (2 cores at 1.5 GHz) and 4GB RAM. The Delta has a Celeron N4100 (4 cores at 1.1 GHz / up to 2.4 GHz burst) and 4GB RAM.
I'm planning on ordering one once they start shipping, and probably adding a larger M.2 SSD drive to run as the system drive.
I haven't been able to find anything with more power per square inch and per watt, and $198 with Win10 Pro is pretty amazing considering how much the Win Pro license would cost you for a barebones build.
The possibility for expansion down the road via touch display and arduino inputs/outputs is interesting too if you're the tinkering type.
