I can't fine the homeseer skill in Amazon Alexa.
is it available?

Actually, there are two HS skills available for Alexa.

Only in the USA!

Your best bet would be to transfert your echo devices from your alexa.fr to alexa.com
But you’ll loose some local skillz. From there you will be able to select alexa skill for HomeSeer, and to select french from France as the de default echo voice output
