I want a Halloween flashing event

You can all chuckle but I cannot figure this one out within the confines of the HS3 event creator/controller.
I bought 3 cheap strobe-lights and put them in my fake dormer windows
(VERY SCARY ).
I want to have them on/cycle 5 seconds every 20 seconds.
So when
date is > 10/24
and date is < 11/1
and time is sunset
and time is < 10:00
then what ???
I've tried flag conditions, recurring,just not seeing it.

I'm not sure I understand exactly what you want to do, but will something like this work?

Start with an event with a recurring trigger every 20 seconds.

Add the conditions:
And If the date is after 10/24
And If the date is before 11/1
And If the time is after sunset
And If the time is before 10:00 PM

Then Turn on the strobe
Then Turn off the strobe with a delay of 5 seconds
