Set light to 100 percent but not turn on light?

Wanting to do the same thing except opposite. I need the lights to turn on at a low value in the morning.

Did the above event that jvm work that was listed above?

What I do is when turning off the dimmer light, I first set it to level 0, then turn it off. That way when turning on, the light is already at level 0. I can then brighten it to the level I want.
