Event Conditions and HS Startup

Hi All,
New convert to HS, so forgive me if my question seems naive.

I have a few events that use the Time condition as in:

IF LiftStationStatus has been off for exactly 0:02 hrs/mins

for example. What I find is that when I start HS, these triggers seem to fire as if the status just changed, even though the device's time of last change as shown in the Device View may have been yesterday at some point.

Shouldn't the triggers honor the "Last Change" even when HS is restarted?

Maybe try checking the power failure box to keep status? either on device or in event.
