ControlUse is not just for voice commands. It allows a programmer to have access to controls that do common functions like ON, OFF etc without knowing the specific CAPI implementation of the plugin. It is an attempt to provide a common interface for controlling devices from all plugins.

A legacy from HS3. Row and column set where the control buttons are arranged in the control column on the HS3 Device Manager.
Control use is to assign the voice command that applies to the control.
