Back in 2003 I logged problem with HS, the conversation we had about it is still available on the board here:

It was finxed in an HS update, but appears to be broken again
Basically the problem I have is. I use P1 On to execute an event "Scene 1) which sends out X-10 to several lights to set them to 100%. This works fine. However, if I then execute P2 On, which is set to run Scene2 (several lights at 70%) the command doesn;t get run. If I turn everything off (P1 Off) and then execute P2 On, Scene2 is executed.
Any ideas how this got borke?
