ELK signal tester?

I have some noise and signal problems. Is the ELK ESM1 signal tester sufficient for troubleshooting?

Edit: I see my link is just slightly different from yours. From what I've heard, the Elk is sufficient to solve MOST problems. Of course if you have money to burn - there are more sophisticated units.
