have you ever tested these two together, and got them to work properly. I can get some Valves to turn on, but not off. Where some work properly but not all.

The Insteon X10 controller is one of the weakest when it comes to sending X10 signals. The TI-103 is the strongest of what's left of the X10 controllers.

You could also have noise on the powerline affecting the reliability. Also if your are going to use X10 you need a coupler/repeater installed at the circuit panel to ensure the signal is getting from one powerline phase to the other.

it doesn't appear to be a signal strength issue. the valves respond very consistently. And it's always the same ones that give the problem.
