ZDW103/101 3-way does not turn all the way on

I have a ZDW103 switch with 2 AS101 slaves powering 6 small high hats. The ZDW turns all the lights on and off without any problems. The AS101 turns them on but only about 80% dim (not being controled by Homeseer at all, just from the switch itself). If I press the AS101 to turn the lights on, it lights to 100% but as soon as I let go of the switch, the lights dim down to about 80% on. Any ideas?
