USB Powerlinc not plugged in 1132

What does this error message mean? The plugin for the USB says that it initializes and when you unplug the module the system detects it. So I think it can see the module just fine. Is it the module that cannot see power on the line. Like the module is not plugged into the wall? It is so not sure what is up there. Maybe a bad module I don't know.

    Hi

Is the powerlinc plugged directly into the wall, or is it plugged into a powerstrip or line filter, etc?

I believe I know what the issue is. According to documentation, the Powerlinc adapter is not supported in Windows 2003. I am moving my Homeseer to Windows XP to validate before I spend more time or money on it.
