Moved HS2 to a new machine and can't log in

I had to move HS2 to a new machine because my server failed. I installed HS2 and copied over the config file except the license files as I found in another thread. Now when I start HS and go to the web interface it gives me the following error:

Unauthorized - Guests are not allowed to access this page

How do I get to a log in page?
