Possible to use GSM module without monthly service?

Is it possible to use a GSM module for security system communications without subscribing to a monthly service? I'm looking into this as a redundant path in case the internet connection is unavailable.

I've unsuccessfully searched for information, but may not be using the right key words.

What is required on the backend for GSM to work without paying a monitoring company? I have a server in a data center; may be possible to host a service on there to handle the comms?

    Thanks!

Do the mobile carriers in your area offer pay-as-you-go mobile data plans? Being that you would be using their cell network (GSM) they will want to be paid.

I'll use an existing GSM mobile device to transmit and receive from the home. I forgot to mention that before.

What I don't know is the type of data sent over the GSM and what is needed on "the other end" to handle it for voice and SMS alert events.
