      The "HS4 Internals" plugin beta 4.0.4.1 now supports several Sun and Moon features. Here is a screenshot:

      Note that these are quite complex calculations, so please test and validate these values before using them. Let me know if anything is off, I am happy to work with you to correct things.

                I use a motion detector that will also show luminosity. You can test when the light intensity exceeds specific values (regardless of the season) and then take appropriate actions.

                  I tried the luminosity approach. I have the HSM200 from HomeSeer. The problem is that you (or at least I) are mostly interested when it is somewhat dark. But now you are in the 0-2% range which is kind of useless. You want to have a sensor that is more sensitive in the low range and much less sensitive in the high range.
