Finalizing Message Board Reorganization

A few more changes have been implemented today:

• Developer forums have been parsed into mirror image HS3 and HS4 forums
• The HS3 Plugin Development forum that was in the HS3 software section has been merged into the HS3 Plugin Development forum in the developer's section
• Various top or secondary level categories that were also functioning as forums have been converted to categories.Posts were relocated to discussion forums.

Hopefully, the changes will make the board easier to navigate and a little friendlier for first time visitors too.
