It requires separate power.
You can utilize a POE cable with a POE power splitter at the end of the run to the camera.
I utilize TP-Link POE power splitters with my older cameras and Touchscreens like this: TL-POE10R
Any RTSP camera works with Homeseer these days. Standard today and reasonably priced are 5MP or 8MP cameras. Personally utilize fixed 2.8 mm lens cameras.
Search on Amazon for some good deals on IP Cameras.
Many folks here and those using Windows utilize Blue Iris for their IP camera DVR/NVR these days. I am currently running Blue Iris on a Windows 2016 standard server.

Thanks, so you are saying any IP camera will connect to homeseer? Would I need a plugin for it? Also, my understanding of POE is that I would need to be using a network cable for the power for the camera. I won't be running a network cable to the location of this camera so I would either plug it into an outlet (which is close) or it would run on batteries.

That has been my experience with Homeseer 2,3 and 4 and Homeseer Touch.
IP, MPG (earlier IP cameras), RTSP and ONVIF today.
The HS4 the RTSP connection on the Web GUI works fine.
Personally I only use the HS interface to view the camera. I only use mobile apps to view cameras / recordings via VPN only these days.
Many of the newer "el cheapo" smart cloud cameras on Amazon are proprietary and do not allow direct access to the camera. Stay away from these cameras.

You are just displaying the camera stream and can record now with HS4. I would not do this though. Camera recording is very resource intensive.
As mentioned use a dedicated NVR for your camera(s).
There is a 3rd party plugin for Blue Iris software.

You would have to use Wireless / power to the camera. The best connection to a streaming camera is a direct wired camera. I am testing an HD wireless doorbell camera today (Hikvision) that uses the doorbell transformer for power (like the Ring doorbell camera). I get only OK throughput compared to a wired IP camera. This is my first time using one. It is connected to a Ruckus WAP and it connects just fine at 15 FPS. Most wireless IP cameras sold work today on 12VDC. The smart IP cameras that have batteries are proprietary to the cloud with no direct access. Personally cheap junk. That is my opinion. Been playing with CCTV since the 1990's.
I am displaying the cameras now (testing) on my Amazon Show devices within my network (not the cloud) using a proxy application called Monocle (Monocam) for RTSP cameras. IE: I run an event now that auto magically displays the doorbell cameras on the Amazon devices when the doorbell rings or there is motion at the front door. This is not related to Homeseer or any plugin for Homeseer.
I could always do this with Homeseer Touch / tabletop tablets / Homeseer 2,3 and now 4.
BTW my son has some 15 of the el cheapo wireless cloud cameras all over his house and outside (near his pool) today.
Him / Wife are tethered to their smartphones.- Pete

I am very new to this part of home automation. I have a ring doorbell but no other cameras and I don't really know how to integrate Ring into HS. Like I mentioned above, I can't wire network cable to the location that I want the camera so it would need to be wireless.

No I have a bunch of Wyze V2 cameras that I have flashed with RTSP. In my IP Camera app (iOs and Android). I can see all of the cameras using a static ip address and port forwarding to a router that has only cameras setup on it. I have no worries about the port forward etc because the only thing on that router are cameras and the router isn't connected connected to my main network. I can see all the cameras when away etc using the static IP address and the port forward that redirects in the router (also requires user name and password). I can also use the IP camera app to see the cameras on any TV etc that has a firestick (this includes some Foscam cameras) So bottom line is I have all this working great for a long time but I'm not sure what RTSP string to use (where I can put the user name and password) in HS4.

I have been looking into the cameras that homeseer says works with homeseer. Foscam and Amcrest. I am wondering if these cameras run locally or if they have to be run from an app, like tuya devices? I would prefer locally and they will have to connect using wifi as I have no way of getting an ethernet cable to the garage. Suggestions?

As mentioned above any IP camera that does RTSP will work with Homeseer. There is no Homeseer centric IP camera.
You pointed initially to a camera sold by Homeseer which is just a wireless 2.1 MP RTSP camera. It would would work fine with HS4. You can do better though looking on Amazon.

These cameras like most today have their own OS in firmware. They have a battery to keep time and typically a web interface to configure the camera. Today they are little computers. Today the Hikvision video doorbell has an SD card which saves motion events. You cannot view these motion events using Homeseer (or any other RTSP camera that has built in storage).
Lately there has been a push of smart cameras that you can connect to Amazon Alexa Show devices. The smart cameras use the MFG cloud and the Amazon cloud
A Tuya device is a cloud based product that you manage with your phone. Or if you replace the ESP firmware with Tasmota, Espurna, et al then the device connectivity and use remains in your home.
You mention Foscam and Amcrest. Amcrest is one brand that many Homeseer users utilize today. I personally tested Foscam cameras a few years back purchasing 2-3 of these. Cheap popular junk then. Maybe today they better.
Please understand that you cannot manage an IP camera with Homeseer. You can only display it.
If the camera is connected to an NVR like Blue Iris you can utilize the Homeseer BlueIris plugin to do all sorts of stuff.

So basically I should be looking for a camera that will record to a microsd card? Then I would get Blueiris software? Is the Blueiris plugin still being supported? I have been reading that there are some questions about this plugins support.
