Setting sensitivity

I have a sensor in my garage to turn on the lights when it sees motion, then turn them off when "no event". Problem is when in the garage, it just goes in an endless cycle. I am thinking it is sensing the lights going off as movement. I had read somewhere that there is a way to modify the sensitivity, as well as the no motion timeout and I was wondering where I need to go to modify these settings.

Added log file, this was from my dark kitchen this morning, not the garage so it can't be the lights. I am wondering what is triggering the movement detected right after the 'No Event'.
