HST-IW07 getting error on bootup

I'm getting the following from my Windows CE HST-IW07 unit:

startup load exception: can't find PInvok DLL 'iocontrol.dll > 142'

when I turn on the HST-IW07. I tried to update the client but cannot because I cannot see the unit in Designer. Has anyone seen this or have any thoughts?

I tried copying all the CE files over to the CE device and restart, no luck. Same thing.
