HS-SP100 Local Control - No Energy Monitoring?

It appears that energy monitoring on the HS-SP100 still requires access to the Tuya servers? My test was to configure for local control then block (internet access only) the IP of the device in my firewall. The device was still controllable from HS4 but no energy monitoring. When I re-enable internet access for the device, energy monitoring shows up.

Forgive me if I am wrong as I am still testing these devices. The true "local control" test for me is to allow no (cloud) internet to these WiFi devices and control exclusively through HS4. In the case of the HS-SP100 on/off control works locally however not energy monitoring. Bit of deal beaker for me. Also, they do not return to prior on state when unplugged and re-plugged (simulate power outage) -- state always returns off.

It seems that the HS-energy SP100's monitoring software still needs connection to the Tuya servers? My test involved setting the device up for local management and then blocking its IP (for internet access only) in my firewall. Although there was no energy monitoring, the gadget was still controllable via HS4. Energy monitoring appears once I grant the device internet connection once more.

Please excuse me if I'm mistaken; I'm still trying these things. Allowing no (cloud) internet to these WiFi devices and controlling only over HS4 is for me the ultimate "local control" test. The HS-on/off SP100's control and energy monitoring both function locally in this situation. I'm a little deal beaker. Moreover, when unplugged, they do not return to their previous state.
