Can EU Z-NET with USB interface unplugged function as US Z-NET

Hi,
EU Z-NET looks just like US Z-NET obviously with EU frequency stick plugged in. I wonder if it still has embedded US frequency z-wave radio inside - that is can it be used for US z-wave if I unplug USB?

Unfortunately the EU Z-Net doesn't have the US frequency daughter card inside.
