What's the difference between these two HS event triggers?

I've been staring at them and not sure when to use one vs. the other.
"Device has a value that just changed"
    vs.
"Device just had its value set or changed"

If its 'changed' it needs to change, for example from off to on. If its 'set or changed' for example, and its on already, and another on has been sent, it will trigger. So if you send a command with the state its already in, 'set or changed' would trigger, 'changed' would not. If the device changes state, both events would trigger

The "Value set" trigger will trigger if the value was updated but remained the same as the prior value.

        Fabulous answers, thanks!
And absolutely something I can make use of in my current context.
My Environment Canada plugin - when the feed is updated, some values don't change.
Now I can detect a "true" change and action it, instead of it triggering every time the feed was updated but that particular element didn't change.
