triggering events with conditions

Without using a script is there any way to trigger an event via JSON so that it uses the conditions?

Specific Scenario
I'm using BlueIris which I have set to call an event based on a motion alert. The event is to turn on an outside like after sunset/before sunrise. It appears to however ignore the conditions and instead turns on the light regardless of time of day.

Easiest way is to use an intermediate event with the only action on the event to trigger the event with the conditions if they are true. Run this event from your software.
