Turning Lights off after no motion and dark

Hi,
For some reason these triggers never fire? Any suggestions?

It's better to setup a virtual device to control night and day and use that with a timer vs having the delay in the event. It takes a few events to make it work, but much more reliable. If you need help with that setup I can send you a screen shot, but I think there is a a lot of examples to do this on this part of the forum.
