Is there a way to do Change X over time interval Y?

Sorry for the "cryptic" subject. I tried to search, but it's a hard concept to figure out a good search for.

What I want to do is check if a device has changed more than X (threshold) over a set period of time (Interval). So to put it in better terms, this is what I want to do:

If the GuestBathroom Humidity Increases by 15% in less than 5 Minutes, then do action.

I'm open to other suggestions as well to accomplish this. I want to automatically turn on the Vent fan in the Guest bathroom when the humidity spikes. The thing is that it may occur over more than 1 change of the device. The sensor currently reports every 4 minutes, but will at some point report every 1 minute or so. So I don't want to depend on the difference in change from one report to the next.

A timer will help with the interval part. Not sure about the threshold...

I don't think it will work as the time is a rolling window. I guess I could check based on since the door was closed... hmmmmm
