Activate a device for 'x' seconds based on dim level of virtual device

I have some powered windows that are operated by contact closure for open/close, they take 60 seconds to go from full open to full closed, I would like to setup a virtual dimmer device, to have it control the windows.

Basically if the dimmer goes from 0-50 the open contact for the window should run for 30 seconds, if the dimmer goes from 100-0 it should close for 60 seconds, if it goes from 25-50 it should open for 15 seconds etc.

So far I haven't been able to find how to do this, so I'm looking for ideas.

I would look into Easytrigger regular expression commands;
if you don't already own it, take the 30 days trial and see if it works;
A lot of my more complex features wouldn't run without ET. Must have plugin.
