Leviton Vizia 4-button zone controller RZCZ4-1LX can not ADD to HS3

I am doing an exact replacement (old device failed) on HS3 PRO with Z-NET PLUS of a Leviton Vizia 4-button zone controller RZCZ4-1LX. I have successfully REMOVE whatever factory network was on the new device and also did a factory reset. When I go into my Z-NET Plus management page and START an ADD NODE operation and then press and buttons 1 and 3 on the device, it says ADDING NEW NODE but then fails. What am I doing wrong. The Levitin instructions say use there hand held which I don't have to add to network.

Yes, I bought another brand Aspre Cooper 5-button scene controller RFWC5. It works great.

I have a dozen Leviton VRCZ4 and VRCS4's is my house. Switching brands would be a very expensive solution. They all worked find in HS2. Now I have moved to HS4, and only two of them were able to add (same errors as you report for HS3.)
