There have been several posts about this recently which seems to relate to the use of IE on the local machine. Try another browser such as Chrome or Firefox.
You can also try using the local address i.e. http://127.0.0.0:1080 or http://Localhost:1080

I had this same problem
I had this same issue. All I had to do was clear the cache in the browser and then it started working again. I am on a Win10 Home machine and while the problem occurred with all browsers (Edge, IE, and Chrome). I cleared the cache in Edge (Default Browser) and as I said it now has no issue. I have not tried it with IE or Chrome.
Using HSTouch on my cell phone sometimes (most of the time) it can't load the settings from the server when my Android phone is connected to my local network. If I switch networking off, then HS Touch will connect and load settings. Also happens with my wife's Android phone. Never seems to happen on my Amazon Fire tablet.

HSTouch only fails to load when connected to the same network as HS3. If I turn off WiFi on the phone so that it accesses the system via the cellular network it works fine. Also it seems to only happen with my Samsung G7 and my wife's Samsung G5, my Amazon Fire tablet never seems to have any issues connecting. Nor does my Lenovo Win 10 laptop or my wife's Win 10 Surface 2 tablet.
