Looking at the latest forum (Feb/Mar) postings it doesn't look like HS4 is ready for the causal user (I know that its in Beta) or am I miss interrupting the tea leaves? With that said when "rough timeline" do we think it's possible to move ones HS3 over to HS4 platform with some confidence and without tribulations? Mike

I'm not trying to generate a Bi..ch thread but simply trying to figure out when I should be expecting a functional HS4 release e.g. this spring, summer or later otherwise I will go back to sleep and continue running with HS3.

It all depends upon the particulars of your setup and your expectations. If you want to run HS4 only or HS4 with HS3 plugins (like compatibility mode) then you should be able to transitions whenever you desire. If you want anything that is native HS4 such as a Z-wave or many other plugins, then it is not ready. In my case Hubitat and mcsShelly have been released as native HS4 and the only thing missing from these is the scripting support that is not yet in native HS4.
If you purchased HS4 for the mobile-oriented interface then you can move over now. If you purchased it for other features that primarily replaced 3rd party offerings then it is not quite ready and better off continuing to use the 3rd party HS3 plugins for this functionality. If you purchased it for capabilities in the future then I would wait until HS4 API will support the same things as were supported in the HS3 API and the authors of the plugins that you use have had the chance to migrate to this new API.
For any of us it is just a guess as to when it will be ready and "ready" means different things to different people.. HST stopped HS3 development in Aug 2019 with expectation that HS4 would be ready for the start of 2020. What has surprised me is that their flagship plugin Zwave is still not ready. Clearly the transitions has more implications than forecast. In my case I will stay with HS3 for the foreseeable future as there is nothing that HS4 offers that is of interest to me and software maturity is more important than a feature list.
