What's the best way to move my HS4 to a new PC and keep all my plugin's, licensing, and programming?

Backup/copy your HS4 directory. On new PC, install HS4. Shutdown, then copy over top the installed HS4 your HS4 folder, then restart.

Make sure you shutdown HS on the "source PC before making the backup/copy. Otherwise, there may be locked files that don't get into the backup. This begs the question- does BLbackup work with HS4? Windows 10 still supports and offers “Backup and Restore (Windows 7)” which supports volume shadow services. You could use that and setup a Windows task.
