So I have a new PC spun up. If I took down the old MQTT server and configure the new server to have the same IP as the old, would the subscription of the devices within this plugin automatically pick up the published messages?

The IP of a MQTT client makes no difference. As long as it is has network access to the Broker then communications will be the same. The only thing you need to be sensitive to is that no two online clients have the same Client Id at the same time. The Id is a setup parameter on MQTT General Tab. Using the same ID as a retired client is fine.
