Is Connection to WEMO device now via their Cloud?

Based on recent changes to the Wemo iOS app and some news blurbs that came out around the middle of 2020, it seems that communication to/from Wemo devices is now through their cloud service, and is not "local". If that is the case, I'd like to move my Wemo devices over to my Guest WiFi network so they can't "chat" with other things on my main home network; if I did that, would the HS4 plugin still be able to see / communicate with them?

The Wemo plugin connects locally to your Wemo devices, so your HS4 server needs to be able to access your devices on your local network.
