Manually Triggered Event with And Condition

I have a manually triggered event with an "The time is nighttime (after sunset, before sunrise)" and condition, yet the event will execute regardless of time (i.e., it will execute in the daytime). Is this a bug?

Check to see if the event that calls this one has "Check conditions on target event" Checked.
If it is not checked (which I believe is default), it will just run the event without checking for the nighttime qualifier.
