I changed out the cable. No change in behavior.

What is the actual model of the Raspberry Pi you are using. Is it RPI3 or RPI4. The reason I ask is your ZWave stick is using xhci. Is your ZWave stick a USB3.0 device

Not sure. The end is not blue. If I remove the zwave stick it still does not work.
