HS-513 - Device filter: "all" should be at the top

The "all" option behavior in device filtering should be more like any other app:

1. "All" should not be part of the sorted list, it should always be at the top.

2. the option "All" should - when clicked - SELECT all items so you can uncheck the ones not needed.

(instead of having the "all" option checked but physically none of the items are checked)

When ALL items are selected they should not be listed individually but an option 'all' should be displayed.

When everything is selected and you click all to deselect.

At the end of the day....

We're still stuck with the current, horrible user interface. When you select all entries in a room the GUI becomes impossible to use because all filters are listed individually.

We have to remember that the HS4 GUI - for a large part - is an admin GUI that needs to be functional, not pretty.
(even though functional an pretty can be combined)

Please explain how this, when selecting "ALL" is helpful in ANY way.
