I have downloaded HA Control onto my Home Troller running embedded XP. I registered online and am not able to find where I can access the plugin.

Thanks for giving HAControl a try. You'll find the instructions in your HomeSeer folder, /html/HAControl/Docs.
You can also find the instructions and plenty of free additional modules on my website, http://techha.com/hacontrol-home.html.
There are a lot of options available so take your time and keep those instructions at the ready!
